In reality, it is not clear why WhatsApp has decided to create another option to restore a backup, but actually this can be useful when you do not have a Wi-Fi connection and a local backup created automatically by the application. At the moment, in fact, when a user configures WhatsApp on a new Android device he can import a backup from the connected Google account, without being able to import a local backup.
