The government is pushing more and more towards electric, even if (as we will see) the results for now are not too comforting.
After a first ecobonus available since January 23rd, the Ministry of Business and Made in Italy has announced new incentives for 2024 in favor of the purchase “of cars with low polluting emissions”, with an economic commitment of 950 million euros.
And now always the Mise has reopened the desk for requesting concessions for electric vehicle charging stations dedicated to domestic users. This was established by the ministry with a concession and disbursement decree which follows two others, thanks to which contributions were disbursed relating to the purchase and installation of charging infrastructure carried out from 4 October to 31 December 2022 and from 1 January 2023 to November 23, 2023.
The electric column bonus
As we read on the Mise ad hoc page, the electric column bonus is “a contribution equal to 80% of the purchase and installation price of the infrastructure for charging vehicles powered by electricity (such as columns or wall boxes).
The maximum contribution limit is 1,500 euros for private users and up to 8,000 euros in the case of installation in the common areas of condominium buildings.”
The allocation was 40 million euros for 2022 and an identical figure for 2023.
The electric column bonus can be requested by individuals or condominiums. Sole proprietorships and companies are therefore excluded.
The columns must not be accessible to the public, but installed for exclusively private use, in the case of natural persons, or only for condominiums if the request comes from a condominium.
New questions from February 15th
Anyone who purchased the infrastructure in the period from 1 January 2023 to 31 December 2023 and was not “able to submit the complete application with the required documentation by the closing date of the previous desk” will be able to access the contribution.
The counter will reopen from 12:00 on 15 February 2024 to 12:00 on 14 March 2024.
How to apply
To submit the application you need to access the Invitalia platform. There are three possibilities for accessing the system: via public digital identity system (SPID), electronic identity card (CIE) or national services card (CNS). Possession of an active certified email address (PEC) is also required. After which you can fill out the electronic form by following the guided procedure.
It will be necessary to attach a copy of the electronic invoices relating to the purchase and installation of the charging infrastructure. Each beneficiary can submit only one application.
The contribution is foreseen for the purchase and installation (the purchase alone is not sufficient to request the column bonus). Furthermore, the charging infrastructure must be brand new and of standard power.
On the Invitalia website there is a guide to filling out the form, and on the MISE website there is a full FAQ page.
The disbursement of the bonus
We read on Invitalia that “the granting of the contribution, within the limit of available financial resources, takes place within 90 days of the deadline for submitting applications, through a cumulative provision (including the lists of beneficiaries admitted to the benefits).”
For the disbursement of the sums, the chronological order in which the applications were submitted will be followed. The column bonus will be paid in a single payment, and it cannot be requested if the expenses incurred have been the subject of previous concessions.
The column bonus, this unknown
The fact that the counter for the charging station bonus has reopened means that the 40 million euros allocated for last year have not been used up, on the contrary.
More generally, the culture of electric mobility (for a series of reasons, including perhaps poor communication) is struggling to take root in our country. Suffice it to say that in the last two years just over 5,000 applications for the benefit were sent. It means that of the total 80 million euros available for the electricity column bonus, less than 7 have been disbursed.
If you look specifically at the applications submitted by condominium owners, the situation speaks for itself: just thirteen applications received in 2023 and not even one in 2022.
